This report examines the effects of a proposed Paid Family and Medical Leave (PFML) program for the Commonwealth of Virginia based on legislation introduced during the 2021 General Assembly Session. It examines the features of the legislation in comparison to other states that have adopted PFML and the possible effects of varying program design elements. It also reports on a professional actuarial analysis that projects funding needed for benefit payments, program operation and administration.
